Leadership: When is it proper to speak?

“When is it proper to speak?”
“Toads, flies, frogs—they make noise constantly, and no one listens to them. But in the morning when the rooster crows everyone listens, and everyone goes to work. So when you speak, you don’t need to say much, just make sure you say it well.”
